We should vigorously cultivate emergency management talents, strengthen the discipline construction of emergency management, strengthen the technical support of emergency management equipment, optimize and integrate various scientific and technological resources, promote the independent innovation of emergency management science and technology, and rely on science and technology to improve the scientific, professional, intelligent and refined level of emergency management. The general public's awareness of emergency rescue needs to be strengthened

At present, China has always attached great importance to the construction of emergency management system and capacity, and the ability of emergency response to major disasters is also obvious to all, but the popularization of daily public first aid knowledge and the self rescue effect of the public are not ideal. According to the statistics of Jiucheng and Guangdu hospitals, the incidence of sudden death is only 1% - 2%. At present, the development of domestic pre hospital emergency medical system is not perfect, especially in the face of sudden death, the public's first aid ability is insufficient, so it is necessary to strengthen the training of social first aid system.

According to the China cardiovascular disease report 2018 released by the National Cardiovascular Disease Center, the number of sudden cardiac death (SCD) deaths in China is estimated to be 544000 per year. Most of the causes of sudden death are sudden heart disease, resulting in cardiac arrest. The treatment after cardiac arrest depends more on the first aid ability of the people present, because usually 4 minutes after falling to the ground is recognized as the best rescue time for cardiac arrest and sudden cardiac death. If the people present are able to give effective first aid, the survival rate of patients will be greatly improved. Before the arrival of the ambulance, most of the public need to carry out first aid by themselves. For cardiac arrest, what is more important is the treatment method of the first responder: unarmed cardiopulmonary resuscitation, combined with the early implementation of AED (automatic external cardiac defibrillator), which can greatly improve the success rate of rescue.
